On COAIs letter about Internet Restrictions

It is interesting that COAI is asking for some form of limitation/restraint on internet shutdowns. Anyone have the actual letter? I don’t want to make assumptions based only on what has been reported.

As Medianama reminds us, COAIs position in a TRAI Consultation on internet restrictions (selective banning) was that the government should ask apps/services to enforce them, rather than telcos.
